Task durations should be mean duration.
Low-risk first
When eliciting subjective estimates of task duration, elicit the longest or 'low-risk' (called pessimistic
in PERT) task
duration first. The reason is the human mind anchors on the first number selected, and works off of
it to estimate the other
duration. Note that duration estimates should consider only normal or common-cause variation, not discrete
cause
variation. Project risk management treats discrete cause variation by identifying and mitigating identifiable
special-cause
risks.
